Put every quote through the same three questions before comparing the totals.
Ask exactly how many finished, retouched images are included — not “up to,” a fixed number. Ask what retouching level that number assumes: basic colour and light correction, or full skin and detail work. Ask how files are delivered — web-ready, print-ready, or both — and whether usage rights are included or billed separately.
Once you have the same three answers from every photographer, the totals become comparable. Often the “expensive” quote turns out cheaper per finished, ready-to-use image, and the “cheap” one turns out to need a second round of paid retouching later.
A quote that answers all three without being asked is usually the one worth trusting.
